Public EV Charging Hub Launches in Uttoxeter Town Centre

East Staffordshire Borough Council (ESBC) has partnered with 3ti, the UK’s leading designer, installer and operator of smart solar EV charging infrastructure, to install a Papilio3 solar-assisted EV charging hub at The Maltings Car Park. The launch forms part of the Council’s wider town regeneration programme, designed to deliver practical, sustainable infrastructure for both residents and visitors.

The launch forms part of the Council’s wider town regeneration programme, designed to deliver practical, sustainable infrastructure for both residents and visitors.

Delivering Cleaner, Greener Charging

The Papilio3 unit offers:

  • 12 fast EV charge points at 7kW, 11kW, or 22kW
  • Optimised for 2–5 hour town-centre parking dwell times
  • Renewable energy generated on-site from 42 integrated solar panels
  • Grid-supplemented charging for maximum uptime and performance

This solar-assisted charging hub enables cleaner transport in the heart of Uttoxeter while supporting the UK’s transition to net zero mobility.

Fast, Flexible Deployment

Constructed from a recycled shipping container and fully pre-fabricated offsite, Papilio3 is installed and commissioned in under 24 hours, with minimal disruption.

The structure includes:

  • LED lighting
  • CCTV
  • Full PAS1899-compliant accessibility (including level access for wheelchair users)
  • Contactless, roaming, and app-based payments for convenience

Supporting Town Regeneration Goals

This project aligns with ESBC’s strategy to:

  • Regenerate Uttoxeter through green infrastructure
  • Improve local air quality
  • Enable EV adoption among residents without home charging


The public EV charging hub also supports footfall and dwell time in the town centre, helping local businesses benefit from the growing number of EV-driving visitors.
